Pretty much. Though you only need to use Zelda once--when you install the Homebrew Channel, i.e. you could borrow/rent it.
The other way is to get a mod chip, which you have to solder to the main board. This type of hack will let you play "back-up" copies of games... though if Nintendo releases an update that detects the mod chip you are hosed.
